The Annual Essential Safety Measures Report (AESMR) is a mandatory document that confirms your building's fire and life safety systems have been maintained. It must be completed and signed every year to comply with the Building Regulations 2018 (Vic).

When is Your AESMR Due?

The AESMR must be completed annually based on the age of your building:
Buildings constructed after 1993 → Due on the anniversary of your Occupancy Permit
Buildings constructed before 1993 → Due on 13 June each year

What is an AESMR & Why Does It Matter?

The AESMR confirms that all Essential Safety Measures (ESMs) have been maintained in accordance with the Occupancy Permit, Maintenance Determination, and Australian Standards. It must be signed by the building owner, agent, or Owners Corporation and kept for council and regulatory inspections.

Key Compliance Requirements:

  • Must be completed annually and kept on record
  • Must confirm that all ESMs are operational, and maintained in line with AS 1851-2012
  • Must be signed off by a responsible party—usually the Owners Corporation or building owner
  • Must be available for council & fire authority inspections

Failure to complete an AESMR correctly can lead to regulatory fines, legal liability, and potential insurance claim rejections.
