Paths of Travel Inspections

Ensure Safe, Compliant Exit Routes for Your Building

Maintaining clear and accessible exit paths is a legal requirement under the Building Regulations 2018 (Vic). Owners Corporations and building owners must ensure that all exits and paths of travel to exits remain unobstructed and functional to allow safe evacuation in an emergency.

Failure to comply can result in fines of up to $3,951.80 (20 penalty units).

Some buildings manage this process internally, but an independent third-party report provides additional protection—helping you demonstrate compliance in case of an insurance claim or local council inspection.

Why Paths of Travel Inspections Matter

A Paths of Travel Inspection ensures that all designated exit routes are:

  • Unobstructed & Clearly Marked – No blocked exits, trip hazards, or poor signage
  • In Compliance with Building Regulations – Meeting NCC & Victorian safety requirements
  • Safe for Occupants – Ensuring a quick and efficient evacuation in emergencies

Regulatory Reference:
Under Building Regulations 2018 (Vic) - Regulation 228, the occupier of a Class 1b, 2, 3, 5, 6, 7, 8, or 9 building must ensure that:

  • All exits remain accessible and functional
  • Paths of travel to exits are clear of obstructions
  • External paths of travel from exits to a road are maintained for safe evacuation

Failure to comply carries a penalty of 20 units ($3,951.80).

Independent Inspections vs. Self-Managed Compliance

Many Owners Corporations perform their own exit path checks, but a third-party inspection can provide stronger assurance.

  • Council & Insurance Protection – If an issue ever arises, an independent report proves the building has exercised due diligence
  • Objective Compliance Verification – Avoids internal bias in safety assessments
  • Expert Insights – Identifies risks that may be overlooked in self-managed checks

An independent report gives your Owners Corporation an extra layer of protection.
