Under Building Regulations 2018 (Vic) - Regulation 228, the occupier of a Class 1b, 2, 3, 5, 6, 7, 8, or 9 building must ensure that:

- Paths of travel to exits are clear of obstructions
- External paths of travel from exits to a road are maintained for safe evacuation
Failure to comply carries a penalty of 20 units ($3,951.80).
